As of Saturday, the daily power plant fuel deficit was 15m cubic metres of gas and the equivalent in electricity, said a senior official at the Egyptian Gas Holding Company (EGAS).


The official attributed this to the continued decline in gas production in Egypt.


The official said the company is pumping 104m cubic metres of gas and equivalents per day to stations, though it is estimated that the actual need stands at 119m metres of electricity.


EGAS pumps about 77.3m cubic metres of gas and 24,000 tonnes of fuel oil per day. Diminishing gas production is attributed to the decline in industrial consumers, the official said.

The Ministry of Electricity has agreed with EGAS to increase the amount of gas pumped to plants to 80m cubic metres daily through Ramadan. This figure represents a 5m cubic metre rise from the previous 75m, and will be introduced to reduce power cuts.

The official stressed that EGAS will be unable to pump more gas than agreed because that amount accounts for 70% of Egypt’s gas production during this period. Pumping more gas will heavily reduce the amount that can be supplied to the industrial sector, said the official.

The total production of gas from Egypt has reached 134m cubic metres daily, while power plants will consume at least 119m cubic metres of gas and equivalent daily through Ramadan. The number is due to increase as temperatures rise.

The official also pointed out that the new power plants, which were only recently added to the power grid by the Ministry of Electricity, do not operate for more than two hours a day. These include stations in Banha, North Giza, 6th of October City, and Ain Sokhna, said the official.

The national grid deficit reached 2,390 MW on Saturday due to a lack of fuel, while approximately 3,300 MW were cut from all household, industrial, and commercial consumers, according to a power utility report.

The Egyptian stock exchange (EGX) registered an increase of 1.13% on Monday, with the benchmark EGX 30 index rising to 8,162.20, up from 8,070.76 on Sunday.

The gains followed the approval of the fiscal year (FY) 2014/2015 state budget by President Abdel Fattah Al-Sisi, with the state’s total expenditure set at EGP 789bn. The Ministry of Finance’s official statement on Monday said total revenue would amount to EGP 549bn, pushing the budget deficit down to 10% of the GDP.

The EGX-70, which includes small and medium sized companies, also witnessed a marginal increase by 0.98%, recording 591.14 points compared to Sunday where it registered 585.43 points.

The EGX- 20 capped indices hiked as well, up 1.17% to 9,869.67 points from 9,755 points recorded on Sunday. The EGX -100 witnessed an 0.82% increase, registering 1,034.26 points up from 1,025.83 Sunday.

According to Mohsen Adel, a member of EGX’s board of directors, the increase can be attributed to the increase of the purchasing power of Arab investors and a new clear vision about the budget deficit.

He added the stock market will continue its climb alongside events that stimulate the buying process and the increase of trading volume in the coming period.

An increase of approximately EGP 10bn for fuel subsidies will be stipulated in the budget for the 2014/2015 fiscal year to offset the increase in global prices of oil, according to a senior petroleum ministry official.


One barrel of crude oil reached $115 this year, in comparison to last year’s $109, which the official attributed to continuing violence in Iraq, and said would lead to more price hikes for imported petroleum products.


The official explained that the political situation and security issues in Iraq have influenced the price of a barrel of crude oil on world markets, and that with the Islamic State in Iraq and Syria (ISIS)’s control over oil production areas in Iraq, a barrel’s cost would increase to around $140.


A continuation of the current situation in Iraq threatens the entire oil market since Iraq is considered to be the second largest producer of crude oil in the Organization of the Petroleum Exporting Countries (OPEC) countries, the official said.


He continued, saying that Iraq’s production of crude oil amounts to 3.3m barrels daily, and that the International Energy Agency expects production to increase to 6m barrels by 2020.


The escalation of violence in Iraq threatens investments in one of the world’s most important oil reserves, as Iraq was expected to become the world’s largest oil exporter, according to Medhat Youssef, former vice-president of the Egyptian General Petroleum Corporation (EGPC).


Many of the world’s most prominent oil companies operate in Iraq, including BP, Exxon Mobil, Shell, and Chinese companies China National Offshore Oil Corporation and China National Petroleum Corporation.


So far, ISIS has closed Iraq’s main refinery, but they have not yet reached the major oil fields in the South, which account for 90% of the country’s oil exports, according to Youssef.


The $6 jump in global oil prices has been mainly attributed to the crisis in Iraq, and according to analysts, the rates will continue to rise especially if Iraq ceases to export crude oil.

Egypt’s daily fuel deficit is expected to worsen in Ramadan to 16m sq metres each of gas and electricity if citizens do not ration energy consumption, according to a senior official at the Egyptian Gas Holding Company (EGAS).


The official added that electricity plant needs will also increase to 123m square metres throughout Ramadan.


EGAS will not be able to supply more than 107m metres of gas and the equivalent in electricity daily in light of a dramatic decrease for industrial consumers.


The Ministry of Electricity requested that EGAS add 10m square metres of gas and electricity equivalent to the fuel that it supplies. This would cover the amounts required throughout the month of Ramadan and reduce power outages.


The Ministries of Petroleum and Electricity are currently working together to combat the anticipated increase in consumption throughout the coming days and especially during the month of Ramadan. They are also set to provide fuel to stations to operate at full capacity.


On Tuesday, the deficit for power plants reached 14m square metres and equivalent due to Egypt’s ongoing drop in gas production. It has also been attributed to an inability to meet increasing demands for fuel oil, the official said.


Approximately 75 million square metres of gas and 22,000 tonnes of fuel oil will be supplied to fuel stations this summer, the official said.


The national grid deficit reached 2245 MW Tuesday due to a lack of fuel, and approximately 1900 MW were cut from all household, industrial, and commercial consumers, according to a power utility report.


The National Electricity Control Center anticipates electricity consumption to rise to 25,000 MW and the consumption deficit to increase to 2700 MW if fuel quantities remain as they are, but a fuel shortage will lead to an increase.


The Ministries of Petroleum and Electricity signed a protocol regarding power stations’ needs for gas, fuel oil, and diesel fuel during the month of June for approximately 119 million square metres of gas and equivalent daily in order to produce 25,000 MW.


Power station needs will rise to 123 million metres of gas and equivalent daily during July in order to produce 23,000 MW. Maximum consumption during August will reach 125 million square metres, and the maximum load will be 28,000 MW.


Households consumption accounts for approximately 40% of energy produced, equivalent to about 9600 MW. Around 80% of consumption is wasted on lighting said Mohammed Sobky, head of the Energy Research Center at Cairo University.


The total capacity of Egypt’s power stations amounts to 30,000mw, but they do not produce at full capacity as a result of technical problems, as well as diesel and gas shortages.


Sobky stressed that rationing energy consumption is essential and that Egypt must move toward using new and renewable energy as quickly as possible.


He added that the burden on fuel stations will not be lightened even it citizens ration their electricity consumption, as rising temperatures will decrease station productivity.


Sobky pointed out that mosques will noticeably increase their electricity consumption during Ramadan by increasing lighting and air conditioning usage. As a result, electricity will be overused while Egypt remains in the midst of a production crisis.


Sobky added that the consumers waste electricity during Ramadan by following television serials and programmes during the day, representing a hefty burden on the network.

Gas price adjustments for foreign partners with newly discovered fields are underway, and the prices will reflect the economics of each project based on whether production takes place on surface layers or deep layers said Minister of Petroleum and Mineral Resources Sharif Ismail in a statement to the Daily News Egypt.


Whether foreign partners intend to build treatment plants will also be a factor in determining prices, he added.


He pointed out that this will lead to an increase in investments from global companies, more research activities and exploration operations. The process will also serve to speed up the development of recently discovered deep water gas fields, boost gas production rates, and raise gas supplies to economic development projects in Egypt.


The price of gas produced will be agreed on for each project separately. The agreement will be sent to the cabinet for approval, then to parliament in order for a new law to be passed for the agreed upon price and the agreement to be properly amended, according to Ismail.


The Ministry of Petroleum reached a tentative agreement to adjust gas prices listed in the articles of the petroleum agreement with Germany’s RWE in its concession area in the Nile Delta. The cabinet issued its approval, and the agreement is now set to be sent to legislators.


It should also be noted that the price of gas obtained by the government from foreign partners has remained at $2.65 per million BTUs for 14 years, excepting deep water projects.


An Algerian delegation will visit Egypt in the coming days in order to negotiate with the Ministry of Petroleum regarding the provision of additional shipments of liquefied natural gas required by power plants, said Ismail.


“The state will provide the financial allocations necessary to import gas for electricity generation during the summer through any possible means, and we hope for it to arrive in September,” said Ismail.


The Ministry of Petroleum reached an agreement to import 12 shipments of liquefied natural gas that are scheduled to begin arriving in September. In August, a vessel will arrive to convert the imported liquefied natural gas to its gaseous form, said Ismail.

The State Council approved Tuesday £45,000 for the London treatment of a comatose protester, said Mohamed Solieman, a lawyer of Egyptian Centre for Social and Economic Rights (ECESR).


Mo’awad Adel, a senior Pharmacy student, was injured during the Mohamed Mahmoud Street protests in November 2011, where he was assisting injured protesters at a field hospital. His injuries have left him in a coma since then.


The State Council announced that the National Council for Support of Families of Martyrs and Victims will continue funding Adel’s treatment, equal to the EGP 1m spent so far.


This came in reply to protests held in front of the State Council demanding the continued funding of Adel’s treatment abroad.


The ECESR was asked by Adel’s family to file a lawsuit calling for state funding for treatment in the UK, as Adel’s condition was deteriorating and they said he could not be treated for his injuries in Egypt.


Accordingly, the Administrative Judiciary Court issued a verdict in April 2013 for the state to fund the treatment and medical rehabilitations based on medical reports and facilitate his travel arrangements.

The government will hold a session Wednesday to hear proposals from ministers on budget development, said Sherif Shawky, media adviser to the Prime Minister.


With all articles still “under review”, the majority of the discussions will revolve around the state budget and how to fix it.


On Tuesday, President Abdel Fattah Al-Sisi said that “everyone must sacrifice for Egypt”. He added that the budget, weighed down by a huge deficit and debt, “places a heavy burden on future generations, so I decided not to ratify it until it is reformed.”


The Ministry of Finance decreased subsidies for petroleum resources in the budget to EGP 104bn, compared to EGP 134.29bn in the current budget, which ends this month.


Former President Adly Mansour did not approve the budget before he left office. Under the new budget, the fiscal deficit will reach EGP 287.6bn or 12% of GDP, and future revenues are estimated at EGP 516.8bn, with government spending EGP 807.2bn


“It is natural that the new president is reviewing the budget, to make sure it is in line with his economic programme,” said Musbah Qatb, Adviser to the Minister of Finance. This is especially as it has seen sweeping reforms including reducing energy subsidies, comprehensive reform of the tax system, and added taxes on capital gains. Taxes have also been added on dividends, the stock exchange, and the introduction of a tax on personal and corporate wealth exceeding EGP 1m, said Musbah Qatb.


The current budget raises allocations for social welfare programmes by 200% to reduce the effect of reducing energy subsides for the poor.


“Increasing government spending during recent year inflated the budget deficit, which led to debt exceeding safe limits,” said Mohamed Farid, president DCode Financial Advisers, “The government now has to increase its resources without focusing on reducing expenditures alone.”


Farid mentioned that increased government resources lowers the deficit, the main reason for worsening debt. This must be done through reforming the tax system, combating tax evasion, applying additional income taxes, taxes on capital gains and dividends, and quickly integrating the parallel informal economy through clear mechanisms.


Egypt received EGP 66bn in aid during fiscal year (FY) 2013-2014,but the current version of the FY 2014-2015 budget only includes EGP 18.4bn. This necessitated taking a number of austerity measures to control runaway deficits.


“The government would be unable to support the reduction of petroleum products as proposed in the FY 2014-2015 budget, which reduces it to about EGP 104bn compared to EGP 134bn in FY 2013-2014,” says Medhat Youssef, Former Vice President of the Petroleum Authority.


Energy subsidies without reforms will cost the state treasury EGP 145bn in the new budget, said Youssef. There must be reform of the subsidy system, but this must be done gradually so as not to hurt the poor from the inevitable rise in fuel prices.


“Government entities are the biggest beneficiaries of support, such as power plants, electric stations, diesel for buses that belong to public transportation, and gasoline for government cars, especially those belonging to the Interior Ministry,” said Youssef.


He added: “Subsidy reduction is a danger that threatens the economy and it must be treated very carefully. The government should not raise prices of petroleum products except after having control of them on the market, so there aren’t price jumps the poor have to pay for.”

Car horns get louder as if protesting the traffic jam on Al-Azhar Street in old Cairo. Vans and cars are parked chaotically on two-narrow streets planned long before the days of sport utility vehicles. Pedestrians march out of market packed into narrow alleys between ancient building, to cress the busy street.


The neighbourhood, which was built during the Fatimid era, has always been considered the oldest part of Cairo. Writer and researcher Fathi Hafez El-Hadidi, however, proposes a different narrative.


In his recently published book “Urban development of Cairo Streets,” El-Hadidi argues that “Misr,” the neighbourhood known now as “Misr Al-Kadima”, is the oldest part of Cairo. The neighbourhood dates back to the Pharaonic time.


“This is where the story of the prophet Moses actually happened,” he said.


El-Hadidi, who worked as a clerk in the Ministry of Public Works, which oversees the planning and naming streets, and the construction and maintenance of public buildings, used government archives to conduct research for the book. The result is a sort of urban encyclopaedia that documents how streets “were originally built and how they survived,” he said. It examines the city’s streets from “the beginning” utill the 21st century.


“Cairo is as old as the Nile,” El-Hadidi said.


Since the city was built, its planning has affected the social life within its neighbourhoods, El-Hadidi said.


Because neighbourhoods with narrow streets, such as Al-Azhar, have been hard to navigate through since they were built, “only residents understood the nature of these neighbourhoods,” he said.


“The streets were so narrow that people from different buildings could have conversations from their windows,” he said.


The way the streets were planned changed during the Khedival time. The French “Boulevard,” which is a wide street that allows cars, was copied to the streets of Cairo, inspiring Khedive Ismail to build Downtown Cairo with wider streets, such as Ramsis and Talaat Harb.


Before the Khedival time, streets in Egypt followed the traditional design of narrow alleys. Khedive Ismail, however, built Downtown as a new city centre, copying the European model.


“He was educated in Europe, so he changed the model of Fatimid Cairo totally,” El-Hadidi said.


The project builds upon El-Hadidi’s 2009 book “Studies in the City of Cairo”, which documents seventeen of Cairo’s squares.
